Check your contract ... I am sure that there is a clause that can not be guaranteed coverage of 100 all the time.
May to try to call and complain and see where you can see, but I'm afraid you will not be far .. it depends on the supplier and the representative or administrator to talk.

You might consider switching supplier prefer if his contract if they can provide a seamless service.

Most if not all mobile phone companies have been in the terms and service agreements. Under the rules stated that this is not garauntee service. It may not like this in exactly those words, but a variant. It would if you gave him credit for service problems that are at its discretion, but not obligated to do so.
